What do Bali's zoning colours mean, and how do you check properly?
Pink lets you rent. Yellow does not. Green gets demolished. Check it yourself before you pay anything.
Zoning is the single fastest way to lose money in Bali, because it is invisible on site. Two identical plots side by side can carry completely different rights.
The colours
Pink — tourism. Hotels, villas, commercial accommodation. This is the only zone where a villa rental licence is obtainable.
Yellow — residential. You can live there. You cannot licence commercial short-term rental.
Red — commercial and business. Shops, offices, some industrial.
Green — agricultural and conservation. Rice fields, subak irrigation land, protected areas. Building villas here is prohibited. Villas built here have been demolished.
How to check
Use GISTARU, the national spatial planning portal, or the RDTR viewer inside OSS. Then confirm at the regency planning office, and obtain a KKPR/PKKPR — the formal spatial conformity approval — before you commit.
What does not count as checking:
- The agent's word
- A letter from the RT/RW or the village head
- What the certificate says the land is used for. That records history. The RDTR zone controls what you may do.
- "We can rezone it after you buy." Individual parcel rezoning is not a routine process. This claim is a red flag, not a plan.
Setbacks apply regardless of zone
A pink-zone beachfront plot still carries sempadan pantai — roughly 100 metres from the high-tide line. There are also river setbacks (sempadan sungai, 15–50 metres depending on the regency), cliff and ravine setbacks (sempadan jurang), and buffers around temples and sacred sites.
Buy 500 square metres inside a setback and you have bought a garden.
The other Bali rules
Building height is capped at 15 metres — traditionally described as the height of a coconut palm. Balinese architectural elements are required: entrance gateways, privacy walls, traditional roof forms.
The moratorium
Following the September 2025 floods, Bali restricted new permits for hotels, restaurants and tourism accommodation on agricultural land across six regencies: Tabanan, Jembrana, Buleleng, Bangli, Karangasem and Klungkung.
Badung, Gianyar and Denpasar — Canggu, Pererenan, Seminyak, Uluwatu, Ubud — are outside the six-district restriction. But the province-wide prohibition on building on agricultural land applies everywhere, including them.
The moratorium runs on executive instruction backed by existing law rather than one codifying regulation, which means it is enforced unevenly and can shift. Check current status at the regency before you plan a build in the affected areas.
