How much does it cost to build a villa in Bali?
Quotes run from IDR 6M to 15M per square metre. The spread is specification, and the number you are shown usually excludes the things that break the budget.
Building in Bali is one of the few genuine advantages available to a foreign buyer. You get a new property, a full term from the start, a specification you chose, and no developer margin. The catch is that the quoted price and the finished cost are different numbers, and the gap is predictable.
The per square metre ranges
Roughly, September 2026, for the building itself:
IDR 6M to 8M per m² — basic. Local specification, simple structure, standard finishes. Adequate for a modest property, will not command a premium nightly rate.
IDR 8M to 11M per m² — good standard. Where most well-specified rental villas land. Decent finishes, proper waterproofing, reasonable joinery, competent mechanical and electrical.
IDR 11M to 15M per m² — high specification. Better materials, custom joinery, architectural detailing, quality fittings.
Above IDR 15M per m² — luxury and bespoke, with no real ceiling.
In USD, that is roughly USD 380 to 500 at the low end, USD 500 to 700 for a good standard, and USD 700 to 950 for high specification. Currency moves, so treat the rupiah figure as primary.
What the quote usually excludes
This is where budgets break, and the omissions are consistent.
The pool. Frequently quoted separately. A standard pool with proper filtration, tiling and deck runs a meaningful sum on its own, and pool cost per square metre is higher than building cost per square metre.
Landscaping. A Bali villa sells on its garden. Mature planting, hardscaping, lighting and irrigation is a real line item, not an afterthought.
Furniture and fit-out. Almost never in a build quote. USD 25,000 to USD 50,000 for a three-bedroom to a standard that rents well.
Kitchen and bathroom fittings above a basic allowance. Check what the allowance actually is, because it is often minimal.
Aircon, sometimes, and at the capacity a rental villa needs rather than the minimum.
Water and power connection or upgrade. PLN capacity for multiple aircon units and a pool pump often needs upgrading, which takes time and money. Water may need a bore, a tank system or a trucking arrangement.
Permits. PBG application, drawings, structural calculations, consultant fees.
Architect and supervision, at five to ten percent of construction cost for a full service.
Site works. Clearing, levelling, retaining walls, access. On a sloped Bukit plot this can be very significant.
Contingency. Ten to fifteen percent, and you will use it.
A build quoted at USD 200,000 for the structure commonly finishes at USD 280,000 to USD 320,000 all in. That is not a contractor being dishonest. It is a quote for what was asked about.
What drives the cost
Site conditions. Flat, accessible land is cheap to build on. Sloped land with poor access costs substantially more in retaining, foundations and logistics.
Structural complexity. An efficient structural grid versus an inefficient one is commonly ten to fifteen percent of the build, which is why the architect pays for themselves.
Imported versus local materials. Local stone, timber and terrazzo are excellent and cheap. Imported fittings carry duty and freight.
Your presence. Builds supervised closely cost less and finish better than builds run remotely. This is the least glamorous factor and one of the largest.
Timeline
Six to twelve months for a straightforward villa once permits are in hand. Permits themselves vary by regency and by the completeness of the submission.
Add the pauses: Nyepi stops everything island-wide, and village ceremonies stop work locally, sometimes for several days. Rainy season slows groundwork and pours. A programme that assumes continuous work will overrun, and that is not the contractor's fault.
Eighteen to twenty-four months from land purchase to first guest is a realistic overall expectation for a considered project.
How to contract it
Fixed price against a full specification is safest, and it requires the specification to actually be complete. A fixed price against vague drawings becomes a variations argument.
Cost plus works with a contractor you trust and close supervision, and it exposes you to overrun.
Either way: pay against completed work inspected by your architect or project manager, never ahead of it. Retention of five to ten percent held until defects are cleared after handover. A written defects liability period. And a schedule tied to verified milestones, not calendar dates.
Is building worth it?
On a project above roughly USD 300,000, usually yes. You typically save fifteen to twenty-five percent against buying the equivalent finished, you start with a full thirty year term rather than a remainder, and the property is built to a standard you chose.
It costs you twelve to twenty-four months, real attention, permit risk and the genuine possibility of a ten to twenty percent overrun. Below USD 300,000 those are harder to absorb.
