What is the real risk of buying in Uluwatu?
The strongest upside case in Bali, and the place that demolished buildings in 2025. Setbacks and pink zoning are everything here.
The Bukit has the highest nightly rates in Bali, validated by Bulgari, Six Senses and Alila, on land roughly 40% cheaper than Canggu — USD 40,000–60,000 per are clifftop, USD 25,000–40,000 inland.
Supply is constrained by limited pink zoning, which supports pricing. On paper it is the best risk-adjusted upside on the island.
Then there is Bingin.
What happened in July 2025
Structures at Bingin were demolished. Not fined, not regularised — demolished.
This is the single most important fact about buying on the Bukit. The area with the best economics is also the area where setback and permit compliance is enforced most physically. Clifftop and beachfront plots are exactly where the setback rules bite, and exactly where the views that justify the price are found.
The building that is standing today is not proof that the building is permitted. On the Bukit, that distinction has been demonstrated with excavators.
Setbacks are the whole game
Before anything else, establish:
- Sempadan pantai — the coastal setback, measured from the correct reference point
- Cliff setback — separate from the beach setback, and the reason clifftop plots lose buildable area
- Temple and sacred-site buffers — the Bukit has significant sites, and buffers are not always obvious from the plot
A clifftop plot can lose most of its usable area to setbacks while the price still reflects the view. The seller's site plan is not the authority on this. The regency planning office is.
Pink zoning is the asset
Pink is tourism-oriented and the strongest starting point for an accommodation project. It is also scarce here, which is why it is priced accordingly.
Scarce does not mean automatic. Pink is where you start checking, not where you stop — the exact permitted use for the parcel still has to be confirmed.
Permits
The Bukit is Badung: 5–6 months for a PBG from empty land, 10–12 months to bring an existing unpermitted building into compliance, assuming compliance is achievable at all.
Where a structure sits inside a setback, regularisation may not be available on any timeline.
What to check
- Certificate verified at BPN by your own notary, not the seller's
- Every setback confirmed in writing by the planning office
- PBG for every structure, and SLF issued
- The RDTR designation for the parcel, and whether pink extends to all of it
- Cliff stability and access, which is an engineering question as well as a legal one
The upside case here is real. So is the downside, and in 2025 it was physical.
