Is Canggu still worth buying into?
The most liquid market in Bali, and the most saturated. Badung enforcement is the tightest on the island.
Canggu is where roughly a third of Bali's transactions happen. That liquidity is the product you are buying — not the yield.
Berawa land runs around USD 82,500 per are (100 m²) on leasehold. Rates have been compressing as supply grows, and traffic is now a real constraint on guest experience rather than a joke about the shortcut.
What actually breaks deals here
Badung is the strictest regency in Bali on short-term rental enforcement, and Canggu is where enforcement lands first.
The common trap is simple: a villa is operating, generating income, and has no PBG and no SLF. It has been running for years. The seller treats that history as proof it is fine.
It is not. Past operation is not evidence of current compliance. When a new owner or a new company takes over, the licensing position is assessed fresh — against today's rules, not the ones that applied when the villa was built.
Zoning
Much of residential Canggu is yellow. Yellow does not automatically permit commercial accommodation. Some activity may be conditionally permitted depending on the specific RDTR for that plot — but "conditionally permitted" is a finding, not an assumption, and it varies street by street.
A villa operating next door proves nothing about your plot. Each parcel and each licence stands on its own.
Permit timelines, realistically
Badung is the slowest regency in Bali for permits, because it has the highest volume of tourism projects and the most intensive field inspections.

Budget that time and cost into any deal where permits are incomplete. It is not a formality you resolve after closing.
What to check before you pay anything
- PBG exists for every structure on the plot, and SLF has been issued
- The RDTR designation for this specific parcel, obtained yourself, not from the agent
- Whether the intended rental model matches an available business classification
- Setbacks — beach, river, and any temple buffer
- Whether the operating company's licence covers this location, not just its domicile
