What they are
The original strip. Kuta is dense, budget-oriented, and built around a long beach with a consistent beginner wave, surf schools, a large shopping mall, and a nightlife concentration that defines its reputation.
Legian sits immediately north, slightly calmer, transitioning toward Seminyak's southern edge.
Both are entirely built out, with a mix of hotels, guesthouses, shophouses, restaurants and some villa stock behind the main roads.
Why they are cheap
Fashion moved. Foreign buyers went to Seminyak, then Canggu, then Pererenan, and the money and attention followed.
Kuta's association with budget tourism, nightlife and crowds is entrenched, and it is the area foreign buyers most consistently dismiss without visiting.
The 2002 bombings are part of the area's history and part of its reputation, and it took a long time to recover.
Why they are not without merit
A long, wide, swimmable beach with a genuine beginner wave, which is a real asset. Kuta beach is objectively better for swimming and learning to surf than most of the Canggu coast.
Infrastructure that was built decades ago and works — roads, drainage, power, water — in noticeably better condition than the newer corridors.
Airport proximity, at ten to fifteen minutes, which is a commercial asset and one that Canggu's forty-five to ninety minute run increasingly is not.
Genuine volume demand. Kuta fills. It fills with a different guest at a lower rate, and it fills.
Price. Land here is meaningfully cheaper than Seminyak a kilometre north, for a position with a better beach and better infrastructure.
What works commercially
Volume at low rate, not rate. The product that performs is budget and mid-market accommodation, apartments, guesthouses and small hotels, serving Australians, domestic Indonesian tourists and Asian regional visitors on short stays.
Commercial property. Shophouses and retail on the main roads serving a high-footfall tourist area.
Long-term rental to workers in the tourism industry, which is substantial and year-round.
What does not work is trying to run a premium villa product here. The guest paying USD 400 a night is in Seminyak or Canggu, and the area's reputation prevents you reaching them regardless of how good the property is.
The competition
Hotel supply in Kuta and Legian is enormous, and it operates at low rates with real efficiency. A small villa competing on price against a well-run three-star hotel with a pool, breakfast and a front desk is a difficult position.
The villa product that works is the one hotels cannot match: several bedrooms, a private pool, and a group who want to be together.
Who it suits
Buyers who want volume income at a low entry price and are indifferent to prestige.
Anyone buying commercial property in a high-footfall location.
Long-horizon buyers taking a view that the area eventually gentrifies, as has happened to formerly unfashionable areas elsewhere. That is speculative and it is not unreasonable given the beach and the infrastructure.
Who it does not
Anyone wanting a premium villa, a quiet lifestyle property, or an address.
Anyone who has not actually been. The reputation and the current reality differ, and both are worth seeing in person.
What to check here specifically
Zoning for the exact parcel, given the dense mix of commercial, hotel and residential.
Coastal setback, on anything near the beach.
Building condition and age. Much of the stock is old and was built to standards of the time.
Noise, which is street-specific and significant near the nightlife areas. Visit in the evening.
Flood and drainage history for the specific street.
Realistic comparables from Kuta and Legian, not from Seminyak. The rate and guest profile are entirely different.
