Is Balangan or Padang Padang worth buying?
Two of the best beaches on the Bukit, both constrained by access, water and the setback rules that have already bitten nearby.
Balangan and Padang Padang are among the best beaches in Bali and two of the more difficult places to buy well.
What they are
Balangan is a long white sand beach below a limestone cliff on the western Bukit, with a left-hand reef break and a row of warungs along the sand. Wider and less crowded than most of the peninsula's beaches.
Padang Padang sits south of it, a small cove reached through a gap in the rock, with one of the most famous waves in Indonesia just offshore. The beach itself is tiny and gets very busy.
Both sit below clifftops carrying residential land with ocean views, and behind that the interior Bukit at Pecatu.
The guest is surf-led, loyal and repeat-heavy, booking around swell rather than school holidays.
The setback issue
This is the first thing to establish and the reason the area carries more risk than its appeal suggests.
The sempadan pantai, the coastal setback measured from the high water line, restricts building within a defined distance. Along this stretch of the Bukit, a meaningful amount of what exists on and near the cliff was built without the required permits and inside that setback.
Enforcement has tightened, and demolition action against unpermitted cliff structures has taken place nearby at Bingin. That is a realised outcome, not a theoretical risk.
So: a property on or into the cliff here is high risk unless you can see a valid PBG and SLF matching the structure that exists, plus confirmation from the regency that it sits outside the setback, verified by a notary you engaged. A property on the plateau set back from the edge is a much more ordinary proposition.
Marketing does not always make clear which category is being offered. Establish it before anything else.
Access
The second constraint, and it is underrated.
Both beaches are reached by steep paths and steps. Padang Padang's access is through a narrow gap in the rock. Neither is suitable for anyone with mobility limitations, and guests arriving with luggage discover this.
The roads serving the residential land above are narrow in places, and several parcels are reached by lanes where a documented right of way matters. Confirm any access right is in the certificate rather than merely used.
Water
The Bukit is limestone. Groundwater is deep, boreholes are expensive and uncertain, and mains supply is inconsistent. Many properties here run on trucked water, which is a real recurring cost and a genuine operational risk in peak season when demand spikes across the peninsula at once.
Establish the source, the annual cost and the peak-season behaviour in writing before buying. A villa with a pool, several bathrooms and no reliable water is a liability whatever it looks like.
The market
Clifftop land with a genuine unobstructed ocean view is among the scarcest asset class in Bali and very little trades.
The price gradient inland is steep. A hundred metres back from the view line, land prices fall sharply, and the Pecatu interior is a fraction of the clifftop with the same few minutes to the beach.
That gradient makes "how much is the view worth" a concrete question. The view commands a large rate premium and holds resale value better than anything else in Bali. It also costs more per square metre than income alone justifies, which means you are partly buying scarcity.
Rental performance
Strong for view properties, and shaped by swell rather than holidays. Repeat and direct booking rates are high, which is valuable because it moves revenue off platforms charging fifteen to twenty percent.
Counter-seasonal to the mainstream Bali calendar, which is useful if you understand it and misleading if you underwrite with Canggu comparables.
No nomad long-stay demand, so the quiet months are genuinely quiet.
What to check here specifically
Setback position for the exact parcel, from the regency. PBG and SLF matching the existing structure. Water source, cost and peak-season reliability, in writing. Documented access rights. Power capacity. And view protection — an outlook over land somebody else owns and has not yet built on is not protected, so establish who owns it and what their zoning permits.
