How does the Bali visa on arrival work?

Thirty days, extendable once for another thirty. It permits tourism and meetings, and nothing that counts as work.

The visa on arrival is how most visitors enter Bali, and it is straightforward as long as you understand what it does and does not permit.

The basics

Thirty days, counted from and including the day of arrival, extendable once for a further thirty. Sixty days total, then you must leave.

Available to nationals of a long list of eligible countries. Check your own nationality against the current list rather than assuming, because the list changes.

Payable on arrival at the airport, or in advance as an e-VOA through the official immigration portal.

e-VOA versus on arrival

e-VOA is applied for and paid online before travel. You arrive with the approval, and clearance is usually quicker because you bypass the payment queue.

On arrival means queuing to pay and then queuing again for immigration. At peak times at Ngurah Rai this is a meaningful difference in how long you stand in a hall after a long flight.

Use the official immigration portal for e-VOA. There is a substantial industry of lookalike sites charging a markup for the same thing, and some of them are worse than a markup.

Extending it

The extension is applied for inside Indonesia, before the first thirty days expire, and it is granted rather than automatic.

It can be done online through the immigration system, or in person at an immigration office, and depending on the route it may require a visit for biometrics.

Apply early. Processing takes days, and an application lodged on day twenty-nine is not applying in time. The window opening is the moment to use it, not the deadline.

An agent can handle it. If you use one, get confirmation of the actual filing — the reference number and the receipt — not a message saying it is in hand. Agents who took the money and did not file are a recurring and entirely avoidable cause of overstay.

What it permits

Tourism. Visiting family and friends. Attending meetings, negotiations, conferences and exhibitions. Site visits. Signing documents, including a property lease.

You can buy property on a visa on arrival. A leasehold is a contract and there is no residency requirement. What you cannot do on it is anything constituting work.

What it does not permit

Employment, paid or unpaid. Working for an Indonesian company. Providing services to Indonesian clients. Running a business operationally. Managing staff.

The line that catches people: operating your own villa. Handling bookings, managing staff, dealing with suppliers and making operational decisions is work, regardless of whether anyone pays you a salary. Doing it on a tourist visa is exposure, and enforcement has become more visible.

After sixty days

There is no second extension. Your options are to leave, or to have arranged a different permit that you entered on.

The historical pattern of leaving for a few days and returning on a fresh visa on arrival is possible but it attracts attention when repeated, and immigration officers can and do decline entry to people who appear to be living in Indonesia on consecutive tourist visas. It is not a residency strategy.

Practical points

Your passport generally needs at least six months validity from arrival.

Onward or return travel may be checked, at the airline's discretion as much as immigration's.

Count your days from the arrival date itself, and check the actual stamp or e-VOA record rather than relying on memory. Losing a day to miscounting is the most common route into an overstay fine.
