What is SKTT and do you need a domicile letter?

Getting the KITAS is not the end of the process. Local registration is a separate step and people only discover it when something else is blocked.

The SKTT is one of those documents nobody mentions until you need it, and then you need it for several unrelated things at once.

What it is

SKTT — *Surat Keterangan Tempat Tinggal* — is a certificate of residence issued to a foreign national holding a KITAS, by the local civil registry office (Dukcapil) in the area where you live.

It records that you reside at a specific address in a specific district. It is issued after your stay permit, as part of the post-arrival reporting obligations that accompany a KITAS.

Why it matters

It is part of your immigration compliance. Post-arrival registration is an obligation, not an optional step, and failing to complete it is a defect in your position that surfaces at extension.

Banks ask for it. Opening an Indonesian bank account as a foreign resident frequently requires proof of address, and the SKTT is the document that satisfies it.

Tax registration. An NPWP registration as a resident taxpayer requires address documentation, and mismatched or missing address evidence is a common cause of a rejected application under the strict data matching Coretax applies.

Driving licence. Obtaining an Indonesian SIM as a foreign resident generally requires proof of residence.

Schools, utilities, some contracts. Anywhere that needs to establish you live where you say you do.

KITAP applications, which require a documented residential history.

SKTT is for KITAS holders, issued by the civil registry.

SKPPS or equivalent certificates exist for other permit categories.

KITAP holders may obtain a KTP for foreigners — an identity card equivalent — which serves a similar function with a longer validity.

Police reporting (STM) is a separate registration with the police, and whether it applies depends on the area and the current practice.

Terminology and practice vary by regency and change, so confirm what your specific area requires rather than assuming.

Getting one

Applied for at the Dukcapil office covering your address, after the KITAS is issued.

You will generally need the passport, the KITAS, the sponsor's documents, and evidence of the address — a tenancy agreement, a letter from the property owner, or confirmation from the local neighbourhood administration.

That last element catches people renting informally. A verbal arrangement with a landlord who will not provide written confirmation of your address makes this step difficult, which is a practical reason to have a proper written tenancy even for a modest rental.

Keep the address current

This is the part that goes wrong.

If you move and do not update the record, the inconsistency surfaces later — at a KITAS extension, at a tax registration, at a bank. Systems match strictly and reject rather than query, and a mismatch between the address on your stay permit, your SKTT and your tax record produces a failure rather than a phone call.

Updating is administrative. Not updating is a problem that compounds quietly and appears when you are under a deadline.

For property owners specifically

If you hold Hak Pakai, you hold it on the basis of residency, and your residency documentation is part of that position. Keep it clean.

If you are working toward KITAP, documented residential history matters.

And if you intend to open an Indonesian bank account to receive rental income, pay staff and pay PBB — which is considerably easier than running everything from abroad — the SKTT is usually the document standing between you and that account.
