How do you get permanent residence in Indonesia?
ITAP is converted from a qualifying temporary permit, not applied for directly. Which permit you hold decides whether the door exists.
People ask for "KITAP" as though it were a product you can buy. It is not. ITAP is a conversion from a qualifying ITAS, and whether that conversion is available depends entirely on what your current permit is based on.
First, the vocabulary, because it is used carelessly everywhere:

The marriage route is the shortest and the most commonly used. Two consecutive years of a valid E31A, with the marriage properly registered.
Conversion is not automatic when the clock runs out. It is an application, with a timing window, and the rules attach to your specific underlying category.
The 2026 development: GCI
On 26 January 2026 Immigration launched Global Citizen of Indonesia — a route to indefinite ITAP for people with documented Indonesian ties, without giving up their existing citizenship.
It applies to former Indonesian citizens, descendants of former citizens up to the second degree, lawful spouses of Indonesian citizens, children of mixed marriages, and family members joining a GCI holder.
Two limits worth knowing before anyone gets excited:
- GCI does not confer work rights. A holder who wants to work still needs separate work authorisation.
- Not every E31 or E32 applicant qualifies. It is its own eligibility track within those families, principally the E32E–E32H sub-indices alongside qualifying spousal categories.
Applications go through evisa.imigrasi.go.id. Implementing details were still being finalised after launch, so verify current eligibility rather than relying on a summary — including this one.
What property ownership does not do
Owning a villa creates no immigration status of any kind. It is not an investment basis for E28, it is not an ancestry basis, and it does not shorten any ITAP clock.
This is the single most common misunderstanding among foreign buyers in Bali. The property and the permit are unrelated systems.
Tax
Permanent residence makes Indonesian tax residence essentially certain. Tax residence follows presence — the 183-day rule — and applies to worldwide income once it attaches.
