What is an EPO and do you need one?

Ending a stay permit in Indonesia is a process, not simply a departure, and leaving without completing it causes problems that surface later at the worst moment.

What an EPO is

EPO — Exit Permit Only — is the mechanism for closing a KITAS or KITAP when you are leaving Indonesia permanently and not returning under that permit.

It cancels the permit, closes the sponsorship, and updates the immigration record to show that your stay ended properly rather than lapsed.

Why it matters

Your record. Immigration keeps a record. A permit that was never formally closed shows as an anomaly, and anomalies surface when you next apply for something — a new visa, a new KITAS, a return under a different sponsor.

Your sponsor's position. A KITAS is sponsored, usually by an employer, a spouse or a company. The sponsor carries obligations in relation to it. Leaving without closing the permit leaves those obligations open, which is unfair to the sponsor and creates a problem that can rebound on you if you want that sponsor's cooperation again.

Your company's compliance, if a PT PMA sponsored you. A company carrying open foreign worker permits for people who have left has a standing problem that shows at licence renewal and in any review.

Re-entry. People who left without closing a permit and later applied to return have found the earlier record creating friction. It is rarely fatal and it is always avoidable.

When you need one

When you are leaving permanently and the permit will not be used again. End of employment. End of a marriage. Closing a company. Moving country.

You do not need an EPO for ordinary travel. A KITAS holder travelling in and out uses the re-entry arrangements attached to the permit rather than closing it. Confirm what your specific permit requires for re-entry, because getting that wrong is a separate and equally avoidable problem.

The process

Initiated through the sponsor, at the immigration office holding the permit.

Broadly: the sponsor confirms the relationship is ending, the permit is cancelled, the associated reporting and registration are closed, and an exit endorsement is issued allowing departure.

Allow time. This is not same-day, and attempting it in the week you fly is how it does not get done.

The thing that connects to everything else

Close the rest at the same time.

If you are leaving and have an Indonesian company, it does not stop filing because you left. A PT PMA continues to accrue monthly tax filings, quarterly LKPM reports and annual returns, with penalties accumulating against a company nobody is watching. Two or three years later the cost of regularising exceeds what maintaining it would have cost, and it cannot be cleanly closed until arrears are cleared.

If you are leaving permanently, either close the company deliberately through the proper process, or appoint someone to keep it compliant. Abandoning it is the most expensive option available.

Same for a tax registration. An NPWP with filing obligations and nobody filing generates penalties. Discuss formally deactivating it with a consultant rather than leaving it dormant.

If you still own property here

Leaving does not end your obligations as an owner.

PBB remains due annually and arrears attach to the land, which will surface when you sell.

Rental income tax continues if the property earns, and your rate may change from ten percent final resident to twenty percent non-resident once you cease to be tax resident here.

Someone has to be able to act. A property with no reachable representative in Indonesia is difficult to manage and difficult to sell. Appoint someone, and make sure they hold or can reach the deed, the permits and the receipts.
