What is it really like to build a villa in Bali?
The permit sequence, the timeline by regency, and the parts of the process people do not budget for.
Building here is genuinely rewarding and consistently slower than people plan for. Not because of construction. Because of everything before it.
The order
Spatial confirmation first. Before design, before anything, confirm what the parcel permits. This is the gate. Everything downstream depends on it and it is the step people skip because it feels administrative.
Then design to the constraints, not to the view. Building coefficients cap your footprint and your total floor area. Setbacks come off before either applies. A beautiful design that ignores them gets redrawn.
Then the building approval. Submitted through the national system, verified administratively, then technically.
Then build. Then the certificate of functionality, which is what makes the finished building legally usable.
Realistic timelines, from empty land to approval

Badung is where most people build and the slowest to approve, because volume creates the queue.
Add construction on top of that. Then the functionality certificate after.
What people do not budget for
Time. Six months of approvals before a shovel moves is normal, not a delay.
Resubmission. Most of the delay in those figures is documents going back for deficiencies, not government processing. Complete files move.
The environmental document, at the level your project size requires.
Neighbour consent, which is a real step and occasionally a real negotiation.
Site access for materials. A plot down a narrow lane costs more to build on than the same plot on a road, and nobody prices this at purchase.
The mistake that costs the most
Buying the land before confirming what it permits. It is the single most expensive error in this market, and it is entirely avoidable in about two weeks of checking.
Before you commit to a plot
Confirm the zoning and the coefficients. Establish every setback in writing. Then decide.
