What do villa staff cost in Bali?

Base salaries are low. The employer obligations on top of them, BPJS and the mandatory annual bonus, are what owners forget to budget.

Staff are the largest controllable operating cost in a Bali villa and the one where owners most often mistake the salary for the cost.

The roles

Cleaner / housekeeper. Essential. Daily or per-turnover depending on the operation.

Pool and garden. Usually a service rather than an employee — two or three visits a week is the working standard.

Security or night presence. Common on larger properties and in some areas.

Villa manager. On-site or overseeing several properties. The role that most determines whether the villa performs.

Cook and driver. On larger villas and where the offer includes service.

A three-bedroom nightly let realistically needs a housekeeper, a pool and garden service and someone reachable for problems. A five-bedroom with service needs a proper team.

What salaries look like

Base wages must meet the regional minimum wage (UMK), which is set per regency and revised annually. Badung's is among the higher rates in Bali, reflecting the tourism economy, and the regencies differ meaningfully from one another.

In practice, villa staff wages for skilled and experienced people run above the minimum, particularly in Canggu and Seminyak where competition for good staff is real. English, experience with foreign guests and reliability all command a premium and are worth paying for.

What sits on top

This is the part that gets missed.

BPJS Ketenagakerjaan — employment social security covering work accident, death, old age and pension. Split between employer and employee, employer-weighted.

BPJS Kesehatan — health insurance. Also split, employer-weighted.

THR — the religious holiday allowance, one month's salary paid annually before the relevant holiday, pro-rated under twelve months' service. A legal obligation with a specific deadline, not a discretionary bonus.

Overtime, at prescribed rates. Villa operations with evening and weekend cover accumulate more of this than owners expect.

Leave and public holidays, of which Indonesia has many.

Together these commonly add twenty to thirty-five percent to the base wage. Budget on the loaded cost, not the headline.

Termination is the real exposure

Indonesian labour law protects employees substantially.

Dismissal requires valid grounds, a defined process, and in most cases severance, service appreciation pay and compensation, calculated from length of service using statutory formulas. For a long-serving employee that can amount to many months of salary, and it is not negotiable down by agreement in advance.

The practical consequences:

Hire carefully. Correcting a bad hire is expensive in a way it is not at home.

Use written contracts defining role, hours, salary and grounds.

Understand PKWT. Fixed-term contracts are permitted only for genuinely temporary, seasonal or project work, with limits on duration and renewal. Misusing them to avoid permanence converts the contract to permanent by operation of law.

Document performance issues contemporaneously.

Take advice before terminating.

Direct employment or through a manager

Directly. Cheaper per hour, and you carry BPJS, THR, overtime, leave and the termination exposure. Straightforward administratively through a PT PMA, considerably murkier personally.

Through a management company. More expensive per hour, and the employment relationship and its obligations sit with them.

For most foreign owners with one or two properties, contracting through a manager is the better trade. The premium buys you out of an employment law regime you do not know and cannot easily manage from abroad.

The mistake to avoid is treating a long-standing, full-time, exclusively engaged "contractor" as though they are not an employee. Indonesian law looks at the substance of the relationship, and a villa staff member who has worked only for you for years very likely is one.

Getting good staff

Pay above minimum. The difference between adequate and excellent staff costs little and shows in reviews.

Train and retain. Turnover is expensive — recruitment, training, and the dip in standards while someone learns.

Treat people well. Bali is a small community and reputation travels. Owners known for paying properly and behaving decently get better applicants.

Respect ceremonies. Staff have genuine community obligations, particularly around Galungan, Kuningan and Nyepi. Plan around them rather than resenting them.
