How do you value a property in Bali?

Value the land and the building separately, then check both against what the property can lawfully earn. Asking prices are not evidence.

There is no reliable comparable sales database in Bali. No published transaction register, no independent valuation profession of the kind you would rely on elsewhere. You are valuing without the infrastructure most markets take for granted, which means the method matters more.

Why asking prices tell you nothing

Listed prices in Bali carry a great deal of optimism. Properties sit for six, twelve, eighteen months at numbers nobody will pay, and the listing stays up.

Worse, the same property frequently appears at several prices through different agents, because each adds their own margin. Averaging four asking prices for a villa does not give you its value. It gives you four opinions from people paid on the sale.

So: asking prices are the starting point of a negotiation, not evidence of worth.

Value the land first

Land is the foundation of the number and the part that holds value.

Establish the price per are — 100 square metres — for that specific street, not the area. Land prices in Bali vary sharply over short distances, and a parcel two hundred metres away on a better road with better access can be worth substantially more.

Sources that actually help: a notary who transacts in that area, a local agent you are not buying from, and recent transactions you can verify rather than hear about. NJOP, the government's assessed value, is a floor and a sanity check rather than a market figure, but a transaction priced well below NJOP should prompt questions.

Then adjust for what makes a parcel worth more or less: road frontage and access quality, whether it is splittable, the zoning and whether your intended use is permitted, KDB and the buildable area after setbacks, view and elevation, and water and power availability.

Then value the building separately

A building has a replacement cost and an age.

Replacement cost is roughly USD 450 to USD 900 per square metre in Bali depending on specification, with high-end finishes above that. That gives you a new-build figure.

Then depreciate it. Bali's climate is hard on buildings and the useful life of a villa without significant reinvestment is shorter than buyers assume. A twenty-year-old villa that has not been maintained may be worth close to nothing above land value, because the pool, roof, electrics and aircon all need replacing.

Inspect properly before assigning a building value. A walkthrough at midday tells you very little about drainage, structure or systems.

Then apply the term

This is the step that distinguishes Bali from most markets and the one most often skipped.

On a leasehold you are not buying the land and building. You are buying a number of years of use. The value is the income and use available over those years, discounted.

The decline is not linear. A villa with thirty years left has a deep buyer pool. The same villa with eight years left has almost none, and trades far below a simple pro-rata calculation of the remainder. Price the accelerating decline, not a straight line.

And read the extension clause before assigning any value to an extension. A guaranteed extension at a fixed price is worth a great deal. A right of first refusal at a price to be determined is worth very little, and the two are routinely presented identically.

Then cross-check against income

Whatever the land-plus-building calculation says, test it against what the property can lawfully earn.

Realistic nightly rate for that street, from achieved rates rather than listings. Realistic occupancy for that configuration and area. Less management, maintenance, staff, utilities, licensing, commission and tax. That gives you net income.

If the price implies a net yield well below what comparable properties produce, you are paying for something other than income — a view, a position, a lifestyle — and you should know that you are.

If it implies a net yield well above, something is wrong. Check the term, the licence and the zoning first, because one of them is usually the reason.

What lowers value more than sellers admit

A short remaining term. A prioritas rather than jaminan extension clause. Missing PBG or SLF. Zoning that does not permit commercial accommodation. No documented access right. A parcel that cannot be split. A building with deferred maintenance. Any dispute, boundary or otherwise. Unpaid PBB.

Every one of these is a legitimate reason to pay less, and every one is discoverable before you offer.

Is NJOP a good guide to market value?

No. It is the government's assessed value, useful as a floor and a sanity check, but it does not track market prices, particularly in areas that have appreciated quickly.
