Can a PT PMA use a virtual office?

Cheap and widely used for company formation, and the point where banks and licensing sometimes say no.

A virtual office solves a specific problem in Indonesian company formation and does not solve the one most Bali property investors actually have.

What the problem is

OSS registration requires a registered address, and that address must sit in a zone permitting the business activity.

Most residential addresses in Bali do not. A villa in a residential zone will not support a commercial registration, which means a foreigner forming a company cannot simply register it at the house they live in.

What a virtual office provides

A commercially zoned registered address, plus, depending on the package: mail handling, a phone answering service, meeting room access by the hour, and a physical desk when you need one.

Cost is modest — generally a few hundred dollars a year for a basic arrangement — and the provider handles the domicile documentation OSS requires.

For a consulting business, an agency, a software company, a trading company or any activity that does not need physical premises, this is a perfectly ordinary and legitimate solution used by a large number of Indonesian companies.

What it does not solve

It does not make a property lawfully operable.

If your company's activity is accommodation — running villas — the property itself has to be appropriately zoned and licensed. A virtual office address in Denpasar does not authorise commercial letting of a villa in a residential zone in Kerobokan.

This confusion is common and expensive. The registered address governs where the company is registered. The property's zoning governs what may lawfully happen at the property. They are separate questions and a virtual office answers only the first.

Activities requiring physical premises — accommodation, restaurants, retail, manufacturing, clinics — generally cannot rely on a virtual office for the operating location.

What to check before using one

That your KBLI classification permits it. Some activities require verified physical premises and some licensing authorities will inspect. A virtual office that satisfies OSS may not satisfy a sector regulator.

That the provider is established. Your company's registered address is where official correspondence goes — from the tax office, from immigration, from OSS. A provider who closes, moves or fails to forward mail creates real problems, and missed correspondence from the tax office does not become less serious for having been missed.

That the address is in an appropriate zone for your activity, confirmed rather than assumed.

What happens on renewal, and what notice applies. An address that lapses is an OSS record that no longer matches reality.

Whether you get physical access when you need it, for meetings that should not happen in a cafe.

The bank question

Some banks are comfortable with a virtual office address on a company account application and some are not. It varies by institution and by branch.

Confirm with the specific branch before you rely on it, because discovering it at the account opening — which already requires the director to be physically in Indonesia — costs a trip.

Where it genuinely helps a property investor

Forming the company before you have premises, with the address sorted so OSS registration can proceed.

Holding a company whose activity is something other than the accommodation itself — a management company, a consulting entity, a holding structure.

Keeping a registered presence while you are not in Indonesia, with mail handled rather than accumulating at an address nobody attends.

The bigger point

Before any of this matters, confirm your intended activity is actually open. Bali closed new foreign-owned villa and homestay registration to PMA companies with effect from 22 July 2026.

A company with a tidy virtual office address, a clean NIB and a KBLI classification that does not permit what you want to do is a company carrying full compliance cost and delivering no commercial benefit.

Get that answer first, in writing, and then worry about the address.
