What are NITKU and Coretax, and do property buyers need them?
Indonesia rebuilt its tax administration in 2025 and 2026. If your tax number is not linked correctly, filings and transfers stall.
Indonesia replaced its tax administration system, and the change reaches property buyers through two identifiers that did not previously matter.
The three numbers
NPWP is the taxpayer identification number. It has existed for decades and is what you need to file anything, receive taxed income, or complete a titled property transfer.
NIK is the national identity number carried by Indonesian citizens. Under the integration programme, an individual's NPWP is now the NIK — one number doing both jobs. For Indonesian citizens this happened automatically. For foreigners, who do not have a NIK, a sixteen-digit NPWP is issued instead.
NITKU is the business unit identifier. A company has one NPWP and a NITKU for each registered place of business. If your PT PMA operates from more than one location, each needs its own NITKU, and invoices and filings must reference the right one.
Coretax
Coretax is the administration platform that replaced the older filing systems. Registration, filing, payment, invoicing and correspondence all run through it.
Its practical significance is that it is far less tolerant of mismatched data than what it replaced. A name spelled differently on your passport and your tax registration, an address that does not match, an unlinked NPWP, or a missing NITKU produces a rejection rather than a phone call.
The rollout was rough. Through 2025 filings were delayed, invoices failed to generate and deadlines moved. By late 2026 it is substantially more stable, but the data-matching strictness is permanent and is the part that affects you.
Where it touches a property purchase
Titled transfers. BPHTB and the seller's disposal tax both run through the system. An NPWP that is not properly registered or does not match the identity documents will stall the transfer at the tax stage, after you have already committed.
Rental income. Declaring rental income requires a working NPWP. If you hold property through a PT PMA, the company's filings need the correct NITKU on invoices and returns.
PT PMA compliance. Monthly and annual filings, VAT where applicable, and employee withholding all pass through Coretax. A company with a registration mismatch accumulates late filing penalties while the problem is being fixed.
Leasehold. A straightforward private lease has fewer touchpoints, but you will still need an NPWP if you declare rental income in Indonesia.
What to do about it
Get the NPWP before you need it, not at signing. Registration is not instant, and a mismatch takes time to resolve. If a purchase is planned, start this early.
Make the data match exactly. Name as printed in the passport, including middle names and the order they appear. Address consistent across passport, stay permit and tax registration. A discrepancy that would be obvious to a person is a hard failure to the system.
If you have a PT PMA, confirm your NITKU is issued for every place of business, and that your invoices reference the correct one. This is a common gap in companies registered before the change.
Check your existing registration is live. A number issued years ago and never used may not have migrated cleanly. Have your tax consultant verify it in Coretax rather than assuming.
The residency question sits underneath all of this
Holding an NPWP is not the same as being an Indonesian tax resident, and the distinction matters more than the paperwork. Tax residency follows presence and intent, principally the 183 day test, not the possession of a tax number.
Plenty of people hold an NPWP for a property transaction without becoming Indonesian tax residents. Plenty of others become tax resident without realising it, and then have a genuine problem with their home country. That is a separate question and a more consequential one.
